Minutes of Leven parish council meeting held on Tuesday, 7 February 2023 at 7:15pm in the school.

22-23/118 Declaration of interest both pecuniary and non-pecuniary: none
22-23/119 Minutes of the last meeting: S Nicholson proposed, Mrs Richardson seconded, and all were in favour of them being signed as a true record.
22-23/120 Clerk’s report: The Clerk advised that the pot holes detailed at the last meeting have been reported and have been repaired.
The Clerk advised that the ERYC had advised that they only viable bus stop that would have enough space to accommodate a bus shelter would be the bus stop opposite Leven House on Beverley Road, Leven,
S Nicholson, Miss Richardson and Mrs Fearnall will visit the bus stop on South Street to review the space available and contact the resident who owns the hedge behind the bus stop to ascertain what bus shelter could be suitable.
22-23/121 NatWest bank signatories: A review of the signatories to Natwest Bank were undertaken due to the recent appointment of a new Parish Clerk. It was proposed Mrs Ellerington- Jennings, S Mathison and D Dye were to be the bank signatories. The Parish Clerk is to arrange the changing of the bank signatories. S Nicholson proposed, Mrs Fernall seconded, and all were in agreement.
22-23/122 Community Speed Watch: the clerk advised that ERYC no longer requires a speed survey to be undertaken. Volunteers have to agree a minimum of 2 hours per month (10 volunteers needed). The previous Clerk has made contact with those who have asked for this to be undertaken in the past to seek volunteers. In addition, notices have been placed on the Parish Council Notice Boards and the website.
One volunteer came to the meeting to put their name forward. Mrs Ellerington-Jennings suggested that a message to be placed on Facebook to publish this further to test the water for further volunteers. All were in agreement for a message to be placed on Facebook. Mrs Ellerington- Jennings, S Nicholson, R Jennings, Mrs Fearnall would lead on this initiative.
22-23/123 Planning applications
22/04065/PLF – Sandsfield Leisure Ltd – Installation of ground mounted solar PV array at land east of Dacre Lakeside Park, Starcarr Lane, Brandesburton. The Council support this application subject to a favourable flood risk assessment report.
23/00213/PLF – Mrs Diane Simms – Erection of single storey extensions and removal of existing extensions to the rear of both 34 and 36 South Street Leven – no objections.

The Clerk is to contact Cllr Gatehill to investigate and obtain more information in respect of the posts that are currently being erected throughout the village to support the Connexin roll out of full fibre broadband in the village.
The Clerk is to arrange AGAR and Clerk Responsibility Role Training with ERNLLCA.

S Nicholson proposed, Mrs Fearnall seconded, and all were in favour of the above payments being made.
22-23/127 Financial matters:
Beacon / Routh Windfarm Community Fund: The Clerk at Tickton and Routh parish had emailed to advise that Tickton and Routh Parish Council have agreed to a gas beacon. The Clerk at Tickton and Routh was happy to apply for a joint grant application from the Routh Windfarm Community Fund. Leven parish council were in favour of having a gas beacon for health and safety reasons. The Clerk is to contact the Clerk at Tickton and Routh Parish Council. R Jennings proposed, S Nicholson seconded, and all were in agreement.
HART Transport donation request: A letter had been received from HART asking if the parish council would consider making a donation towards keeping the services operating. R Jennings proposed, S Nicholson seconded, and all were in favour of the parish council giving £500. This is an invaluable service that helps residents in the village with transport to hospital, clinics, and dental appointments along with day trips.
22-23/128 Representatives reports
Police: S Mathison advised that in January there had been one break-in, a theft from a garden and two cars had been damaged in the village when a driver had hit them.
Recreation Hall: S Nicholson attended a recent meeting.
Sports Hall: K Macklin advised that the Sports hall had set up a Social Group meeting on the last Wednesday afternoon of the month. Their first meeting in January was well attended.
22-23/129 General purpose matters
Potholes in the roads: The clerk is to report the following potholes to East Riding of Yorkshire Council:
- Mill Drive where it meets with East Street
- Hornsea Road close to the speed signs
The struts of the drain were Carr Lane meets West Street are broken. Clerk to report.
Website: The Clerk advised the GetExtra who host the Parish Council’s website also look after three other Parish Councils. GetExtra are currently working towards developing a new website for the existing four Parish Councils. Rowley Parish Council are currently running with the new website.
Slow Down Signs: The clerk is to obtain costs and details of slow down signs to be placed at the entrance to the village.
The King’s Coronation: The clerk is to obtain cost and details of benches to be consideration to mark the King’s Coronation.
