Draft Minutes of Leven Parish Council meeting held on Tuesday, 6 December 2022 at 7:15pm in the school

22-23/88 Declaration of interest both pecuniary and non-pecuniary: None
22-23/89 Minutes of the last meeting: K Macklin proposed, S Mathison seconded, and all were in favour of them being signed as a true record.
22-23/90 Clerk’s report: None
Humberside Police: PC Ian Dales attended the meeting from the Beverley Neighbourhood Team. He advised that the village is very quiet with no crimes recorded in the village.
ERYC update: Councillor Gateshill advised that Humberside Police are rated No.1 in the country. Councillor Gateshill also referred to the proposed new waste recycling centre at Molescroft and advised that the planning officers have ‘got it wrong’ by deciding on a site before it had gone out to consultation. A great amount of people have objected to it. Councillor Gateshill also referred to the planning application submitted by Leven Airfield and that the planners are concerned with flooding. The application is to be considered by the planning committee in the new year.
Councillor Gateshill left the meeting at 7:30pm.

22-23/94 NALC – 2022-23 National Salary Award: The pay offer notification had been received from NALC. All salary scales have increased by £1 per hour. R Jennings proposed, S Nicholson seconded, and all were in favour of increasing the clerk’s salary accordingly. This is backdated to 1 April 2022.

22-23/96 Financial matters –
2023-24 Budget: The finance committee had met prior to the parish council meeting to discuss the budget for 2023/2024. S Mathison explained that the proposed expenditure had been considered and that the finance committee suggested that the precept remain the same as 2022/2023 which is
£18180. S Nicholson proposed, Mrs Cooper seconded, and all agreed that the precept should remain at £18180. The clerk will submit the Local Precept Demand to ERYC.
Joint application to Routh Windfarm Community Fund with Tickton Parish Council to purchase plaques: The clerk from Tickton and Routh Parish Council has been in contact with the clerk to discuss the possibility of the 2 parish councils submitting a joint application to the Routh Windfarm Community Farm for a joint venture. It had been suggested that both parish councils could erect plaques in the villages. The councillors agreed in principle to a joint venture but suggested that both councils could erect beacons which could be lit consecutively at King Charles 111 coronation celebrations. The clerk will contact the Tickton clerk to put the suggestion forward.
22-23/97 Parish Clerk and Responsible Financial Officer: The clerk advised that the vacancy has been advertised on the ERNLLCA website, the parish council website and in all the noticeboards. The closing date for the applications is 16 December 2022 and the date of the interviews is 4 January 2023 (tbc).
22-23/98 Co-option of parish councillor: The clerk will advertise the vacancy on the parish
council’s website and in the noticeboards. Co-option will take place at the January 2023 meeting.
22-23/99 Standing Orders – update: The parish council has received notification from ERNLLCA regarding the amendment to the Model Standing orders. The changes have been amended in the parish council’s standing orders and published on the website.
22-23/100 Representatives reports: None
22-23/101 General purpose matters:
Bulb planting: The clerk thanked the councillors and residents who helped with the bulb planting. A notice will be put out on Facebook asking for volunteers to help with some more planting of the bulbs on The Close once the weather improves.
Christmas tree lights switch on: Everyone agreed that the tree is looking lovely, the singers were excellent, and the Scouts provided refreshments to keep people warm who had turned out for the lights switch on.
Bus shelter: Residents are asking for a bus shelter to be provided on South Street to help keep people dry whilst waiting for a bus. The clerk has advised that she will obtain prices for a cantilever style bus shelter and S Nicholson proposed, R Jennings seconded, and all were in favour of the clerk applying to Routh Windfarm Community Fund for a grant towards the cost.
