DRAFT Minutes of Leven parish council held on Tuesday, 5 July 2022 at 7:15pm at Leven CE (VC) School

22-23/32 Declaration of interest both pecuniary and non-pecuniary: None

22-23/33 Minutes of the last meeting: R Jennings proposed, Mrs Fearnall seconded, and all were in favour of them being signed as a true record. Mrs Cooper and Mrs Burrows abstained as they had not signed the Declaration of Acceptance of Office of Councillor.

East Riding of Yorkshire Council matters:

Leven Nature Park: Councillor Gateshill advised that he had been contacted by Richard Walker regarding the work being carried out at the Sports Hall carpark and in particular the dumping of soil onto the Nature Park. Councillor Gateshill had contacted the chair and they had visited the site on Thursday, 30 June 2022. Councillor Gateshill has been in contact with Carly Jensen, Enforcement, East Riding of Yorkshire Council to establish who owns the land and who is to organise for a search at Land Registry, however there is a delay of 12 months. Councillor Gateshill is to contact the treasurer of the Youth Club, Heather Crosby, to see if they have a copy of the lease signed by the Youth Club and the Sports Hall. Richard Walker had been advised by the Sports Hall that the soil was to be put at the edge of the Nature Park and he had verbally agreed to this. The matter has been left with Councillor Gateshill.

As Councillor Gateshill had another meeting to attend he left at 7:45pm.

The clerk advised the councillors that she had been in contact with ERNLLCA regarding the request for financial support from Holy Trinity Church to help pay for the cost of the grass cutting. The clerk was advised by ERNLLCA with regards to contributing to costs relating to church property, local councils are prevented from contributing to such costs under the provisions of the Local Government Act 1894, section 8. The clerk will advise Mrs Appleby accordingly.

S Nicholson proposed, Mrs Fearnall seconded, and all were in favour of the above payments being made. The Clerk advised that even though there is not going to be a meeting held in August 2022 the salaries for Mr Dawson and the clerk will have to be paid on the 25 August 2022 due to HMRC regulations. S Nicholson proposed, Mrs Fearnall seconded, and all were in favour of the salary payments for August 2022 being made on 25 August 2022.

22-23/39 Financial matters: None

22-23/40 Resignation – Mr Dawson: The clerk had received a letter of resignation from Mr Dawson which the clerk has accepted. Mr Dawson has been the handyperson for 12 years and will be greatly missed. Mr Dawson has agreed to remain in position until a new handyperson has been appointed.

22-23/41 Vacancy – Handyperson: The clerk has prepared a vacancy notice for the position of Handyperson and will ask ERNLLCA to check the wording before it is put out on Facebook, the parish council’s website and the noticeboards. R Jennings proposed, Mrs Fearnall seconded, and all were in favour of advertising the hours and pay at £10 per hour for 7 hours per week. Closing date for applications to be submitted is 31 July 2022 with a provisional start date of 1 September 2022. The clerk, chair and vice chair will interview the applicants and advise the councillors of the successful applicant.

22-23/42 Youth Club Beacon: Mr Walker has verbally agreed that the Youth Club beacon can be transferred from the ownership of the Youth Club to the Parish Council. Arrangements to move it are to be sorted out.

22-23/43 Representatives reports:

Leven Pre-School: Thanks were received from Miss Richardson on behalf of the Pre-School for the donation towards the cost of the laptop.

22-23/44 General purpose matters:

Leven Festival 2022: D Thorne gave a report on the festival and how much it had been enjoyed by all who had attended it. He thanked Mrs Burrows for judging the floats and Mrs Ellerington-Jennings for presenting the trophy. He thanked the parish council for their donation of £200. The chair, on behalf of the parish council thanked David and Maggie and the committee for organising the event.

The Queen’s Platinum Jubilee: The parish council would like to thank not only those that helped put up the bows but also those that helped to remove them from the lampposts after the Leven Festival had taken place.

Dedication of the Memorial tree: The chair, the clerk, S Mathison and Mrs Burrows together with Rev. James Grainger-Smith, schoolchildren and the Head of Leven CE (VC) Primary school held a short dedication service for the tree in the churchyard in remembrance of relatives and friends who had lost loved ones to COVID.

Christmas lights: The clerk is to order new Christmas lights for the tree as the tree has ‘outgrown’ the original ones. S Nicholson proposed, Mrs Fearnall seconded, an all were in favour of the clerk ordering and paying for the lights and claiming the payment back.
