For Leven parish council meeting held on Tuesday, 4 July 2023 at 7:15pm in the school. Present: C Ablett, Mrs Burrows (Chair), C Farley, Mrs Fearnall, F Hood, R Jennings, S Mathison

23-24/56              Declaration of interest both pecuniary and non-pecuniary: Item 23-24/65 C Ablett declared and interest in the purchase of a waste bin.

23-24/57              Minutes of the last meeting: R Jennings proposed, Mrs Fearnall seconded, and all agreed that they were a true reflection.

23-24/58              CAD

R Thompson attended and advised that M Gillyon-Powell will be speaking to several parish council in the area, raising concerns about the proposed digester. A local pressure group ‘Leven SAD’ (Stop Anaerobic Digester) has now formally merged with the former “Communities Against Digester” (CAD) group – which had success in opposing the last proposed development on the site. A new set of Officers have been voted in, the Constitution revised, and the previous CAD Bank Account made available to the new group. M Gillyon-Powell joined the meeting at 7:22pm

The full plans have not been submitted, but the application will be bigger than the previous planning request which was rejected. The new application is expected to include imported food waste, a hydrogen plant, wind turbines, solar panels and between 15 and 30 lorries a day in addition to the existing traffic volume. The Parish Council thanked R Thompson for the update. The clerk will liaise with the M Gillyon- Powel to provide updates to ensure the Parish Council is informed of developments. R Thompson and M Gillyon-Powell left the meeting at 7:30pm

23-24/59              Leven Carrs Wetland Landscape Recovery Pilot Project at Hall Farm, Routh

S Aitken advised that in January 2023 Albanwise Environment Ltd successfully secured Defra Landscape Recovery Funding for the development stage (pilot) of Leven Carrs Wetland Landscape

Recovery Pilot Project.

A feasibility study running from January 2023 to December 2024 will look at expanding the current 135ha of wetland to 622ha. No works or land management changes will be carried out during the feasibility study. The results of the feasibility study be published in 2025. No work will be carried out if the results suggest that it would be detrimental to the environment. S Aitken left the meeting at 7:45pm

ERYC Councillor update: Cllr Smith is to meet with Humberside Police on 6 July 2023. He will liaise with them about issues affecting the villages he represents; and discuss attendance at Parish meetings.

Cllr Smith is to observe one of the Community Speed Watch sessions, Mrs Burrows will liaise with Cllr Smith and advise when the next sessions will be.

Cllr Smith is to undertake a walk around Leven visit and will contact the Chair and S Mattison to arrange a suitable time. Cllr Smith left at 8:00pm

23-24/60              Appointment of Finance Sub Committee members:

Due to the number of councillors present this item is to be postponed until the September meeting.

23-24/61              Clerk’s Report

The clerk has reported the following to ERYC:

  • The ash tree die back near the BT Telephone Exchange;
  • Abandoned Car on East Street;
  • Numerous potholes on the path between number 6 to 28 Mill Drive;
  • Obstructed signage into the village has been reported again;
  • The pothole on the public footbath just past the BT Telephone Exchange; and
  • Look into arranging a dropped kerb at the junction of Mill Drive with East Street.

Canal Footpath: Several complaints have been received about the canal, which have been forwarded to ERYC. A second cut of the canal is to be conducted by ERYC before the school holidays. A report has also been received in respect of a fallen tree close the caravan park which is not ERYC land. F Hood it to look at removing the fallen tree as this doesn’t come under the remit of ERYC responsibility.

NatWest: the bank mandate was still on going and will need to be chased up by one of the original signatories.

Kings Coronation Bench: The concrete base for the bench has been laid, the plaque has been received and the bench should be installed in the next few days.

The clerk attended a Teams Town and Planning meeting with ERYC on 4 July. Mrs Fearnall proposed S Mathison seconded, and all were in favour of the clerk to arrange for F Hood to be included in the next Town and Planning Teams meeting due to be held on 12 July 2023.

23-24/62              Training:

  • A joint Councillor Introduction training session with Tickton and Routh Parish Council and Rowley Parish Council to be undertaken by ERNLLCA and will take place at 6pm on Monday 25 September 2023 at Leven Primary School.
  • Details of other ERNLLCA Councillor Specific training were circulated to councillors prior to the meeting. Councillors are to contact the clerk with any training requirements.

23-24/63              Planning Applications

  • 23/01437/PLF 47 South Street Leven East Riding of Yorkshire HU17 5NY. Erection of single storey extension to side/rear following removal of existing conservatory, and installation of front bay windows to replace existing bay windows. As the ERYC deadline for comments was before this meeting details were forwarded to all the parish councillors for their comments. No Objections
  • 23/01657/TCA 3 East Street Leven East Riding of Yorkshire HU17 5NG. Leven Conservation Area

– Pollard 1no Yew tree (T1) to height of 2.4m – 3m in line with neighbour’s gutter. As the ERYC deadline for comments was before this meeting details were forwarded to all the parish councillors for their comments. No Objections, the Parish Council Supports the Tree Officer’s decision.

  • 23/01593/PLF 14 The Meadows Leven East Riding of Yorkshire HU17 5LX. Erection of single storey extension to front (amendment to previously approved) and single storey extension to rear. No Objections
  • 23/01346/PLF 54 Westlands Way Leven East Riding of Yorkshire HU17 5LG. Erection of two storey extension to side with dormers to front and rear, erection of porch to front and installation of rooflight to front. No objections.

It was proposed that by Mrs Fearnall, seconded by S Mattison and all were in favour of any planning applications received after this meeting and due for comments before the September meeting will be sent to councillors for comments. A meeting will be held if any contentious planning applications are received.

Budget Monitoring: The Budget Monitoring report was circulated prior to the meeting; F Hood proposed, S Mathison seconded, and all were in favour of receiving the budget monitoring report.

Mrs Fearnall proposed, S Mathison seconded, and all were in favour of the above payments being made. A £45 donation towards plants for the planters had been received form a resident.

The adjusted bank balance for the bank statement dated 5 June 2023 stood at £32,022.60. Mrs Fearnall proposed, S Mathison seconded, and all were in favour of C Farley undertaking regular secondary checks of the clerk’s bank reconciliations. The next bank statement was due in the coming days and the clerk would contact C Farley to arrange and secondary check of the bank reconciliations to date.

It was proposed by Mrs Fearnall, seconded by S Mathison and all in favour of August payments to be approved by the Chair and Vice Chair and details of payments will be brought to the September meeting.

The decision for the purchase of the wastebin on South Street was postponed until the September meeting. C Ablett was to enquire if funding would be available in the form of a grant from Routh Windfarm.

23-24/67              Representatives’ reports:

Recreation Hall: Mrs Burrows is to meet with the Recreation Hall Secretary.

Police: A rotavator has been stolen from the Brandesburton allotments

23-24/68              General purpose matters

The chair has been invited to the licencing of the new vicar on 20 July 2023.

Complaints had been received regarding the overgrown hedge at the bus stop, C Ablett to arrange for this to be cut back now that birds had finished nesting.

The clerk is to contact ERYC to arrange for the overgrown dead grass at the edge of the pavements/roads in and around the village to be cleared.
