Draft Minutes of Leven Parish Council meeting held on Tuesday, 1 March 2022 at 7:15pm in the school.

21-22/128 Apologies: R Gibson
Letter of resignation: The Clerk had, prior to the meeting, received a letter from Councillor Bakes tendering his resignation. The clerk had written to Councillor Bakes thanking him for all his support. The clerk will advise East Riding of Yorkshire Council accordingly.
21-22/129 Declaration of interest both pecuniary and non-pecuniary: None
21-22/130 Minutes of the last meeting: S Nicholson proposed, R Jennings seconded, and all were in favour of them being signed as a true record.
21-22/131 Clerk’s report: The clerk gave a brief update on the parish council and what groups in the village the parish council has had representatives supporting in the past. This is not part of the standing orders, and it is up to the individual councillors as to whether they feel that they want to do this or whether a group would like this input from the parish council.

21-22/136 Financial matters:
Grass cutting tenders: As no tenders had been received by the closing date the clerk advised that the parish council can now invite people to submit quotes. The decision will be made at the April meeting.
HART donation request: A letter had been received from HART asking if the parish council would consider making a donation towards keeping the services operating. S Mathison proposed,
S Nicholson seconded, and all were in favour of the parish council giving £500. This is an invaluable service that helps residents in the village with transport to hospital, clinics, and dental appointments along with day trips.
Brick planter maintenance: The clerk had approached a builder, who had been recommended to the council, to provide a quote for remedial work to be carried out to the brick planters in the village.
The clerk is awaiting another quote to obtain a comparable price.
East Riding of Yorkshire Council Matters:
Councillor Gateshill updated the parish council on the review that has recently been carried out by the Local Government Association. Senior Officers and Councillors were interviewed as part of the review. East Riding of Yorkshire Council are yet to respond on the report. A salary review is also being carried out for East Riding of Yorkshire Council by an external company at a cost of circa £2.5 million. The pay settlement for 2021 through the National Association of Local Councils, has been agreed with an increase of 1.75% for most salaries. The clerk will receive notification in due course which will be backdated to April 2021.
Councillor Gateshill left the meeting at 8:10pm.
21-22/137 HM The Queen’s Platinum Jubilee: 2 June 2022 – 5 June 2022
A meeting had taken place on 6 February on the Jubilee Garden with residents and councillors to discuss The Queen’s Platinum Jubilee. No one came forward to lead on the decorating of the village. This was discussed by the councillors, and it was decided that the parish council would try and put bows on all of the lampposts, the planters and hanging baskets would be planted up with red, white and blue plants and hopefully the residents will decorate their own properties. The clerk is to apply for funding from East Riding of Yorkshire Council to purchase the bows. The National Association of Civic Officers are working with The Queen’s Green Canopy project. The parish council are to plant a tree on the Jubilee Garden which will be recorded on the map which will be part of the comprehensive record of all the Jubilee trees planted. The clerk will apply for funding to purchase a commemorative plaque in front of the tree.
21-22/138 General purpose matters
Village Interpretation Board, South Street: Miss Richardson advised that the Interpretation Board was put in by East Riding of Yorkshire Council many years ago. As the board now needs some remedial work to be carried out to it the clerk will ask Mr. Dawson if he could carry out the work.
Youth Club: D Thorne reported that ‘Stitch’ is painting all the youth club and hopes to have it back up and running soon.
Mill Drive: East Riding of Yorkshire Council are due to paint the double yellow lines at the junction of Mill Drive and High Stile and High Stile and The Orchard on 4 March 2022 weather permitting.
Parking cones have been put out to stop vehicles parking.
Leven Scouts: The chair has been contacted by Leven Scouts asking whether they could have a representative from the Parish Council to liaise with them. As none of the councillors volunteered the clerk will be the person to liaise with them.
