111Report from the East Riding of Yorkshire Council (ERYC) Cllr Smith had attended the Drainage Board meeting. He discovered that ERYC had reduced their funding. He went back to the council and asked why this had happened given the local flood risk issues. A discussion was had on the flooding event in Leven on Sunday 30th November and the response of the key agencies. It was noted that the Emergency planning team did not keep the parish clerk informed on what was happening operationally, this made it challenging to keep the community up to date. The improvement to the maintenance of the cycle path was discussed. Cllr. Smith had not been alerted that the operational team had obtained the equipment that made this possible which hampered communications to the community. It was agreed that an officer from the ERYC would meet Cllr. Oldroyd to inspect the leven canal bridge.Cllr. P. Smith
112Report of the local police team Humberside Police The Officer was not in attendance. A discussion was had regarding the difficulties in reporting minor traffic issues. Cllr Smith AGREED to take this back to ERYC.PCSO Legard
113To receive and approve the Clerk’s Report The Clerk raised issues to be learned from the recent flooding. The clerkClerk

also reported that the clerk at Tickton and Routh Council offered help if it was needed.

 It was apparent that the parish emergency plan needed updating as some councillors named on the subcommittee have since left. It was AGREED that Cllr. Towse would be on the subcommittee on a temporary basis until the new councillor had an option to join. It was AGREED to obtain high vis vests for the Handyman and for Cllrs attending outdoor /emergency settings The precept calculator arrived late this pm, so the clerk is now able to provide the Council with options for the 2026/27 budget. This will be discussed and agreed at an Extraordinary Meeting in January when the budget will be agreed. This needs to be before 16th January. 
114To consider the Action Tracker and report updates The speedwatch action has been reinstated as it was incorrectly reported as complete at the previous meeting.Clerk

A Routh Wind Farm – K Saunby – this correspondence explained that both Leven and Tickton Council were being allocated £1000 from the small grants fund in 2025 and potentially a further £2000 in 2026 to spend in the community. D Budget – The clerk had amended the early draft in line with discussions. This is now in draft form on Scribe awaiting final approval and precept decision to be made at the Extraordinary Meeting in January

Cllr. Fearnall reported that a community payback session at the sports hall had cleared a great deal of rubbish from the site. Other v positive developments including the installation of an In Post lockers are in the pipeline.
Cllr. Jones reported a positive response to the plan to re-provide and add to information boards on walk routes around the community. Cllr Jones will draw up a bid with the clerk.
Cllr Towse reported that the youth group is still looking for more volunteers to help with club sessions.
Specific Councillors
121To discuss and if agreed, AUTHORISE expenditure related to the following matters:
A Commuted Sums:- The Clerk reported very positive meetings had now taken place with all groups wishing to bid. ERYC officers attended all meetings and the clerk attended all but the one held with the recreational hall. At this early stage there is confidence that all groups will be allocated funding for projects identified. Council officers are now pulling together the full picture prior to bids being invited and will get back to the Action Group with their advice and conclusions.
B Events Committee – The catering arrangements for the lights ‘switch on’ was discussed. Volunteers to escort children to the church had been identified. Arrangements for the choir to park at the school had been agreed. It was AGREED to donate £50 from section 137 to provide a hamper for the light up Leven prize.
C Bus Shelter Progress. ERYC have confirmed a grant of £12000 will be paid to the Council to cover the cost of the new bus shelter for South Street. Cllr. Towse reported that it is likely to be delivered and installed in early January. A bin will be purchased and installed after it is in place.
D Public Bleed Kits – 3 kits have been ordered and 2 installed alongside the defibrillators.
E Website update to .gov.uk. The website is now migrated to .gov.uk. Emails will be migrated at a future date.
F Sandholme Lane bridges (discussed above item 111)
G Newsletter – deferred due to absence of Cllr. Richardson
