Annual Parish Meeting

1APM Welcome and Introduction – Cllr. S. Mathison (chair)

Cllr. Mathison welcomed 3 members of the public to the meeting.

3APM Minutes of the annual meeting in May 2025

Proposed: Cllr. Richardson, seconded Cllr. Lamping – AGREED

4APM Chairmans Report -summarizing the past year’s activities

The chairman delivered his annual report outlining parish council business over the last year and priorities for 2026/7.

5APM Overview of parish council finances for 2025/26

The clerk reported on the finances for 2025/26:

Balance brought forward was £17729, the annual precept was £21053, further income was £26,336 largely from grants and donations. Staff costs were £17234 and other expenditure totaled £41300. The asset register records that council now has assets worth £63235. Form 3 and the explanation of variances were discussed in detail alongside the internal audit report where recommendations were noted.

It was AGREED to APPROVE the financial report and AGREE for the information to be sent to the external auditor and publicly displayed on the Council website and in Noticeboards. Proposed Cllr. Burrows, Seconded Cllr. Fearnall. The financial report was AGREED unanimously

6APM Reports from local organisations for 2025/26

Reports were provided by ERYC, Leven Recreation Hall, East Street Bowling Club and Leven Archery Club.

Written reports will be placed on the Councils website for information

7APM Open Forum – Parishioners Questions and Comments –

A resident raised his concerns regarding the criteria required for the Leven Commuted Sums Grants. The clerk outlined the criteria and reported that the parish and ERYC have worked hard together to support local groups to make it possible for them to qualify for grants where a deliverable proposal was identified. The ERY team are extremely skilled in enabling communities to get the maximum return on the funds available. To date both the Recreation Hall and the Playing Fields Association have benefited from this financially to meet their priorities in Phase One and other groups are set to benefit in Phase Two.

There were no further questions from residents.
