Minutes of the Meeting of the Parish Council on Tuesday, 8th October 2024, 7:15pm in Leven CE (VC) School.

24-25/111           To approve the minutes of the last meeting

Proposed by: Cllr. J. Richardson, Seconded by: Cllr. L .Burrows.  The minutes were approved.

24-25/112          To receive a report from the East Riding of Yorkshire Council Ward Member

Cllr. Smith reported that the 3 Ward Councillors will give a poppy wreath to the village for Remembrance Day.

The status of discussions with Council officers regarding the cycle path from Leven to Beverley was discussed.  Cllr. Smith confirmed that officers have said they do not have the budget to maintain the path to ensure the vegetation does not encroach onto the pathway and they believe its condition complies with regulations.  Agreed: that Cllr. Ablett would explore whether a joint bid to the Routh Wind Farm Panel to pay for the maintenance would be acceptable. It was also agreed that the Clerk would write to the landowner regarding the hedge between Heron Lakes and Monks Dyke.

24-25/113           To receive a report from Humberside Police

No officers were in attendance.  It was noted that there had been a couple of burglaries in the Westlands Way area in recent days, both houses were unoccupied.

24-25/114           To receive and note the Clerk’s update report

A press release has been sent regarding the enhancement work undertaken by a resident around the D Day memorial.  Hull Live confirmed they are interested in running the story close to Remembrance Day.

Love Leven sponsors contributions are nearly all in and the others are on their way.

Work on the Facebook Page had been completed but the page was later suspended by META. The suspension has been appealed. The reason for the suspension is unknown.

Two poppy wreaths have been ordered for Remembrance Day.

A draft budget will be tabled for discussion at the November meeting after a meeting of the Finance Sub-Committee.  The clerk reminded the Parish Council of the recommendations from the internal audit regarding balances.

The following revised governance documents were discussed and considered:

114/1 Scheme of Delegation

114/2 Health and Safety Policy

114/3 Health and Safety Risk Assessment

Proposed for approval: Cllr. L Burrows, Seconded: Cllr. C. Ablett. The documents were approved and would be made available on the Parish website.

All parish council emails are now active except one.  The older emails have been archived.  To comply with GDPR we need 100% transfer.

116/1 Installation of solar panels to rear slope of roof and removal of old panels to front slope of roof (part retrospective). Charters Butchers and Deli 24/02686/PLF

The Council highly recommended approval

116/2 Erection of new boundary fence(1.8m in height) extending towards highway to replace existing boundary fence at side 1 Blacksmith Place, Leven HU17 5AH

The Council agreed not to support approval as it would detract from the intended open aspect of the housing development.

116/3 LATE SUBMISSION  TPO Leven no. 6- 1999 (REF527) Crown reduce Red Maple Tree by 2.5m in height and to the western side and shape to maintain shape and size for location.  Oak Dene 1 Carr Lane Leven HU17 5LN 24/02902/TPO

The Council recommended approval

24-25/117           To note East Riding of Yorkshire planning decisions

Leven Conservation Area Pollard Sycamore Tree and Ash Tree and group of Ash Trees to 2.5 metres 67 West Street, Leven HU17 5LR  the application was approved.

24-25/118           To note correspondence:

118/1 Routh Wind Farm Panel – to confirm that the number of representatives for Leven should be 3.  There are currently 3 reps on the Panel from the Parish area.

118/2 Tickton Parish Council have sent details regarding their bus shelters

It was agreed that the Council would seek quotes to re-provide the current bus shelter on South Street

118/3 ERYC have sent information regarding their bus shelter procedure and confirmed that

118/d ERYC have sent a letter regarding the festive lights permit for 2024

The Christmas lights would be switched on would be on the 6th December and switched off on the 6th January2025.  Clerk will complete and return to secure the permit. It was agreed to host the switch on event as last year.

It was agreed: to fund a prize for the Light Up Leven Competition 2025 via Section 137.

24-25/119           To receive and consider the monthly budget monitoring report

The clerk reported some variation in spend against a couple of cost codes but the budget overall on track.  Cost codes will be reviewed in drawing up the draft 2025/26 budget

24-25/123           To consider and approve any additional Councillor/officer training

The Clerk has been given a 100% bursary to complete the SLLC qualification PIALC (Principals of Internal Auditing Local Councils) this is a 12-month online course.  It will benefit the council in terms of its annual audit procedure, and it will enable the clerk to undertake internal audits for other councils.

24-25/124           To receive Councillor representative update reports

Cllr. G. Jones reported that the youth group has a new Chairman, Rob Towse. There are ongoing issues regarding the premises leased by the club from the school.

Cllr. A. Fearnall reported there had been a  meeting with held by the Playing Fields Association to attempt to resolve issues regarding the members club area.

24-25/125          General purpose matters:

               125/1 Commuted Sums forward plan

The first meeting of the Commuted Sums Action Group is on Wednesday 9th October at 7pm in the Sports Hall.

The clerk contacted relevant t community organisations in the Parish inviting them to send 2 representatives.  All groups except the bowling groups have since responded with nominations.

The clerk has prepared and will deliver a presentation on commuted sums for the meeting to ensure all parties understood how we need to move forward.

               125/2 Leven Parish Council Facebook page

A page was developed by Cllr Ablett and the Clerk but there are issues to resolve with Meta.

125/3 The Close, ERYC office

Discussions are underway with ERYC regarding potential future access to this building by the Parish Council.  There is potential for the premises to be rented by the Parish for its meetings, potential councillor surgeries and community events.  Negotiations are underway regarding the potential cost of these arrangements.

               125/4 Bus shelter

The clerk is in correspondence with ERYC about assessing the fill of the pull in on South Street with a view to providing space for a bus shelter. Consultation with the community by ERYC would be undertaken prior to any final decisions being made.  The reprovision of the existing bus shelter was also discussed.

125/5 Communications and social media

The parish council has issued a press release to highlight the work undertaken by a resident to enhance the area around the D-Day memorial.  The resident has given permission to release his data.

The Parish Council wishes to thank Andrew Hall for his original idea and hard work to complete the enhancement. 

125/6 Parish Meetings  – location

There have been issues with meeting at the school related to access and acoustics.  It was agreed that the location of future meetings should be reviewed.  The outcome of the discussions with ERYC regarding the unit on The Close will be considered first.
