 Meeting of the Parish Council on Tuesday 4th February, 7:15pm in the Bowling Room, Leven Sports Hall.

In attendance: A. Woodward (clerk), PCSO Lee Legrove, Humberside Police

A representative of the Bevs Trust Fund attended the meeting to update the council on the distribution of funds from the Trust in the community.  He observed that voluntary work in the community appears to be very positive.  Groups with projects that will benefit include the Recreational Hall, the PTFA, Scouts, Church, School and Hornsea School.  The commissioning and  location of a new bench at the far end of West Street was also discussed and the provision of plants for the scouts to plant within the community.  Cllr. Robins agreed to look at the plants they would like to plant and the relative costs to forward to the Trust.  The clerk will place an order for the memorial bench via East Riding of Yorkshire Council.

24-25/172           Resignation of Councillor C. Ablett

After the meeting in December 2024 Cllr. C. Ablett resigned for personal reasons.  The Council wished Cllr. Ablett well for the future and thanked him for the considerable amount of work he had undertaken for the community.  A Co-option notice has since been published and applicants will be invited to the March meeting.

24-25/174          To receive a report from the East Riding of Yorkshire Council Ward Member

Cllr. P. Smith was unable to attend.

24-25/175           To receive a report from Humberside Police

Only one crime had been reported in the last period. A young was person arrested for attempting to enter a property on Nursery Walk.  Cllrs. are aware of other incidents but it appears these had not been formally reported to the police.  Police have undertaken speeding checks down High Stile as part of a local drive to address speeding locally.  Cllr. D. Robins will liaise with PCSO Legard regarding a visit to the Leven Beavers group.

The clerk reported her annual leave arrangements in April.  It was agreed that the May AGM meeting and Parish Meeting would be moved to 13th May.

The Council now has a debit card to use on goods and services.

Scribe have conducted a pre end of year health check  on the councils accounts and concluded they are correct and ready for audit.

Leconfield Parish Council have asked the clerk to health check their Scribe implementation

176/1 Handyman’s report  – Mr. Ollett reported that a couple of the grit bins are in areas of low need and asked if they could be moved to areas of high use for example near the doctors surgery.  It was agreed that the  council would review grit bin locations and order more grit for those bins not managed by ERYC.  It was agreed Cllr. J. Richardson would get a quote for grit delivery.  Mr. Ollett also suggested that the jubilee gardens memorial would benefit from a jet wash.  Cllr. I. Lamping and Cllr. F. Hood agreed to address this.  It was also agreed to assess the fabric of the path in the area to see if it can be made easier to use. Mr. Ollett reported that there is a large amount of litter in the sports hall entrance. It was agreed the Clerk would contact the caretaker to address this.  Finally, Mr. Ollett noted that when the ERYC clean East Street, notice is not given or heeded to remove cars parked so debris is accumulating down there.  Clerk will contact ERYC.

178/1 Catwick Bridleway No.1 Informal Consultation

It was agreed that the Parish Council would respond by NOT supporting the proposed temporary change.  It was agreed that the proposed route would risk the spread of Avian Flu as it passes through an area of pheasant breeding pens.  There was also concern about how temporary this change would be.

178/2 Change of use of redundant agricultural barns to 2 self/custom build dwellings with associated works and infrastructure – Broad Trench Limited

  • A letter from a member of the public regarding a local grant scheme
  • From ERYC regarding  the ERYC Development Plan, it was noted that the plan had no further allocated areas of housing in Leven and one allocation had been removed due to flood risk.
  • Correspondence from ERYC re The Close -ERYC are still considering the future of the offices on the Close and have noted the interest of the parish council.
  • An Email from a member of the community regarding the replacement of the bench on Barley Gate. It was agreed to support the proposal for a replacement with a memorial bench.

Cllr. J. Richardson reported she had resigned from the Pre-school committee due to other commitments.

Cllr. A. Fearnall reported on a meeting of the Playing Field Committee to discuss finances.

Cllr. G. Jones has resigned from the Youth Club but has applied to Leven School to become a school governor.

The next meeting on 19th February including new members from a new start boxing club. At the meeting its hoped to agree community consultation including dates

187/2 Leven Parish Council Facebook

A Facebook Group has been set up aimed at providing information to the community on parish and public authority matters as is working well.

187/4 Bus Shelter replacement update

The preferred contractor has been contacted with a view to an April start subject to feedback from the Routh Wind Farm Panel to support funding. The ERYC has set up a grant fund to enable councils to fund new bus shelters on a first come first serve basis.  The clerk will apply to support the installation of a new bus stop on the southern end of South Street.  It was agreed that the Parish Council would purchase hedging for the bus shelter area and plant as soon as possible

187/5 lead communications councillor to replace Cllr. Ablett

It was agreed that Cllr. J. Richardson would be the new lead councillor for communications. Proposed, Cllr. I. Lamping, Seconded Cllr. K. Roydhouse.

187/6 Christmas 2025 planning

A planning group has been established.  This is not a formal council committee so other people can be invited to this group if helpful to progress planning.

187/7 VE day

The Clerk reported that Skirlaugh Parish Council’s  metal soldiers were purchased from the Royal British Legion and installed by F.Kemp. It was agreed that Cllr. G. Jones would consult the veterans group, recently established in the parish prior to deciding how the council will support the anniversary later this year.
