One member of the public attended.  The removal of a private hedge on The Orchard was discussed and supported.  ERYC had been informed.

24-25/154         To receive a report from Humberside Police

PCSO Legrove reported that there had been several garage break-ins recently.  He reminded residents that care should be taken to ensure these and dwellings are locked and secure.  Cllr. Richardson said there had also been a couple of house burglaries in the Westlands Way area.

Anti Social Behaviour and drug dealing has been observed close to the Leven Canal.  Evidence of those involved was discussed.

PCSO Legrove also reported that online scamming is a growing issue across the East Riding.

Councillors will be signed up to Humberside Police’s Community Alert reports.

Cllr. Hood enquired if Humberside Police would, as in Tickton, handout bike lights to young people who are using bikes without them.  PCSO Legrove agreed to find out.

VAT return submitted  for August to November £572

Commuted Sums work is ramping up

HMRC issue – the Clerk had spoken to Autela.  The income tax liability correct. Parish pays both employees income tax as staff are only paid net. The NI employer liability will increase by 4% in 2025/26 due to the announcement in the Autumn budget.

The Northern Powergrid return has been completed and returned for the festive lights.

Matt Ollett will be invited to the Feb meeting

The Multi Use card application to Unity Trust  Bank is successful and being processed

The Clerk will be drafting a grant bid to RWFP re the  replacement bus shelter

No info back re The Close but the dealing with it officer acknowledged the parish intentions report.

24-25/164         To consider the quotes for the replacement bus shelter and agree which quote to accept

3 quotes were considered.  It was agreed that the preferred quote was provided by PR Latus Joinery, this provided the features preferred by Councillors.   The cost based upon a shelter with a pitched roof, constructed with green oak timbers and covered in rosemary tiles on galvinised feet  – £15400. 

A vote was recorded.  The decision was made on a vote of 8 for and 1 against.

It was agreed that the Clerk would apply for a grant to the Routh Wind Farm Panel to support the re-provision of the shelter

The Clerk will submit a grant application to the Routh Windfarm Panel to fund the project.

24-25/165         To consider the  updated draft 20025/26 budget

The Clerk presented a revised draft budget for 2025/26 and the options for setting the precept now that the ERYC precept calculator has been received.  The Clerk presented 2 potential options to reflect inflation forecasts, the NI increase of 4% outlined in the Governments budget and potential developments.

It was agreed that option 1 was preferred.  This will result in an increase of the precept for Band D properties from £19.73 in 2024/25 to £21 in 2025/26. This will provide an overall precept for Leven Parish Council in 2025/26 of £21052.50.  This represents a 6.44% increase.

The draft budget was therefore agreed for 2025/26.

24-25/167         To receive Councillor Representative update reports

Cllr. Lamping reported that the footpath between the New Inn and the small bridge at the Canal needs clearing.  It was suggested that a local farmer may be able to do this.  Cllr. Richardson would contact a local farmer to enquire as to whether they could help,  if not the Clerk will contact Albanwise.

Cllr. Jones reported that ERYC are unlikely to renew the lease with youth group for the building at the school.

Cllr. Fearnall reported  that the Playing Fields Trustees have a new landlord for the Members Club

at the Sports Hall.  It is unclear who and whether a contract has been signed.

Cllr. Richardson reported that the new noticeboard for the Recreational Hall has been delivered, arrangements now need to be made to install it.

24-25/168          General purpose matters

168/1 Commuted Sums planning group update

The clerk updated Councillors on the meeting of the Commuted Sums Action Group held on 27th November.  The meeting was well attended, and steady progress is being made to identify priorities from community groups.  The next action will be to collate that information and consult the wider community in the new year.

168/2 The Close Office update

The Officer dealing has been on leave since out last meeting.

168/3 Mock up newsletter

Cllr Hood has drafted up a mock newsletter for consideration. It was agreed that it would be trialled initially on a 6-month basis starting in May 2025. It would cover parish news and support for local groups  news.  The cost was estimated at £80 for 1000 copies.

168/4 VE Day 2025

The  Clerk has obtained some prices for suitable memorials. This is also being considered by the new veterans group established in the village

Parish Councillors agreed tasks to support the Christmas light switch on the Light up Leven Competition.

It was agreed that Cllr. Lynn Burrows would purchase items for the hamper prize using section 137.
