24-25/71 Questions from members of the public

A member of the public asked if the parish council could help regarding overgrown hedges obstructing the pavement in East Street.  The Parish agreed to contact the residents responsible for the hedges.

A resident brought a proposal for the improvement and maintenance of the area around the recently placed D Day monolith . The resident is happy to build and maintain this personally with support from the Parish Council and Church.  This was supported in principle subject to the Church’s support and approval.  Cllr. Fearnall offered to speak to the Church.  The resident was thanked for his ideas and generous offer.

24-25/73 Declarations of Pecuniary and Non- Pecuniary Interests

None for this meeting

24-25/74 RWE presentation – Peartree Solar Farm

Due to a family illness this presentation had to be cancelled.  The Council did however submit consultation feedback to RWE within the timescale prescribed.  This covered concerns regarding potential traffic disruption during construction, the care of wildlife and the use of farm land designed for food production for such an installation.

24-25/76 Report from the East Riding of Yorkshire Council

Cllr. P Smith reported on:

  • attendance at the D Day commemorations in Leven followed by a village walkabout.
  • A meeting regarding commuted sums for Leven including Cllr. Richardson the Clerk and officers from ERYC
  • An inspection of the cycle path from Leven to Tickton which revealed urgent maintenance issues. A further meeting will be held at the site with officers and the relevant Portfolio holder.
  • A meeting with the Clerks from Leven and Tickton and Routh to discuss the Routh Wind Farm Funding.
  • The feedback from communities regarding the Peartree Farm solar farm proposals is that at this stage RWE appear to be responsive to concerns and suggestions.

Cllr. Robins enquired about a building on Mill Drive which appears to be being used by ERYC officers.

24-25/77 Report from Humberside Police

PCSO Burton explain that she had heard that windows had been damaged at the sports hall as a result of anti-social behaviour.  The police are frustrated as no one reported this matter to them.  There is a clear need for target hardening at the sports hall around the paved area where young people currently congregate or that the site is closed off to the public on evenings when it is not in use.

78/1 Grants and donations policy – agreed and adopted

78/2 Communications and social media policy – agreed and adopted

78/3 General Data Protection Regulation (GDPR) Policy – agreed and adopted

78/4 Complaints Policy agreed and adopted

78/5 Equality and Diversity Policy agreed and adopted

78/6 Code of Conduct – agreed  and adopted after a minor amendment.

78/7 The scouts have been given permission to cultivate the land at Goosenook Lane subject to consultation with the residents living next to the area.

78/8 There have been several requests regarding land or asset ownership in the village over the past month.  The Clerk will document where we have definite answers to the requests for future reference.

78/9 Email migration still not complete.  Cllr. Fearnall and Cllr. Farley’s accounts need actioning ASAP. There is also a problem with Cllr. Burrows and Cllr. Richardson’s account.

24-25/79 To consider progress against the Action Tracker

The action tracker was considered and agreed.  It was noted that many issues are being raised regarding the cutting of vegetation on PROW Leven 4. Due to funding pressures ERYC can only commit to making 2 cuts during the spring/summer.  The Clerk is chasing the request regarding the large tree obstructing the PROW.

80/1 Erection of a porch extension to front, new roof with raised ridge to create habitable accommodation at first floor, two dormer windows to the side.   24/01569/PLF

The application was considered and supported.

80/2 Erection of a single-story extension to side and rear, 17 Carr Lane, Leven 24/01231/PLF

24-25/82 Correspondence

82/1 Notice of alterations to the electoral roll ERYC – 10th May -7th June 2024: 2054, 66 added, 11 amended, 15 deleted, updated figure 2107

82/2 White Ribbon Accreditation ERYC  – A request for the Parish Council to support white ribbon accreditation for the ending of violence against women and girls. It was agreed to support – proposed by Cllr. Richardson seconded by Cllr. Ablett

82/3 ERYC has provided figures for the bus usage at South Street Leven. Leven South had 6204 boardings from 1/05/2023 to 4/06/2024.

82/4 ERYC sent an update to the planned salt bin maintenance, there will be no longer any pre-winter checks.  Recommend the Parish undertakes this check.  It was agreed to ask the Leven Handyperson to do this.

82/5 ERYC sent an email regarding the cycle path maintenance

82/6 ERYC sent an email regarding the potential for the Parish to take part in a trial of 20mph zones across the East Riding. A reserved amount of £80k has been set aside to conduct trials in both rural and urban areas. Parish and Ton councils are invited to put forward site selections which must include rational behind their inclusion.  The council agreed that it would make a submission to take part in the trial based upon High Stile up to and including the new housing developments and South Street extending the current zone to the Sports Hall.

82/7 The Clerk has received 4 letters from members of the community.  2 regarding overgrown vegetation, 1 regarding speeding on Hornsea Road, 1 regarding the water quality in Leven Canal (referred to Albanwise). Albanwise have responded to queries regarding the growth of vegetation on the canal surface and informed the community via the Facebook site

82/8 Dogger Bank D – offshore wind farm have asked the Parish Council to comment on their environmental impact statement prior to planning.

24-25/83 Budget Monitoring and bank reconciliation to note and authorise.

The monitoring report for July was considered and the reconciliation was noted and authorised.

It was agreed to vire £2000 into the Miscellaneous budget line from the Reserves Contingency

It was agreed to add a further signatory to the Unity Bank Account it was agreed that this would be Cllr. Richardson.

It was agreed to purchase  the HP Printer plus an additional ink cartridge. Proposed by Cllr. Richardson and seconded by Cllr Ablett.

Cllr. Robins updated on issues related to the scout’s lease renewal with ERYC. She also raised the issue of the car park and security close to the hut from the Donkey Muck Lane access point

24-25/89 General Purpose Matters

89/1 Time capsule – Cllr. Richardson

Cllr. Richardson has proposed that the Parish lead on the internment of a time capsule to include letters from the community/groups on life in 2024 and their hopes for the future. It was felt that it would be appropriate to intern the capsule in the area that the resident who spoke earlier was proposing for the D Day monument. Cllr. Richardson would liaise with the resident if the Church supported the proposal.

89/2 Commuted Sums  – Clerk

The Clerk updated councillors on the meeting with ERYC re commuted sums.  It is proposed that the Parish Council establishes a Communitywide  Project Management Group including all the village groups who can and should have an input into developing a strategic plan for Leven for outdoor sport, play and recreation, to inform the best use of commuted sums for the village.  This is the approach preferred by ERYC.  It is recommended that there should be one representative from each group.  It is agreed that to inform the process a questionnaire should be developed by the group to ascertain the views of the community. 

Agreed that the Parish Council will convene an initial meeting at the beginning of September and that the Clerk will write to each group asking for a representative.

89/3 – Canal footpath Cllr. F. Hood

There have been several concerns expressed regarding the condition of Leven Canal and the footpath from residents of Sandholme and the wider community.  Land owner ship is being explore regarding the north bank of the canal (Albanwise own the South bank).  Due to funding constraints ERYC cannot cut the area more frequently, however Albanwise recently agreed to undertake a further cut.  Cllr. Richardson and Cllr. Fearnall queried whether this could be supported by the restorative justice team who may be interested in supporting additional maintenance. Clerk will enquire.

89/4 Defibrillators

Installation of more defibrillators was discussed.  The owner of the Leven service station has agreed in principle to make a donation to fund a defibrillator at the garage site.  Other funding opportunities are being explored to support the installation of a machine at the Recreation Hall.  The Council is still waiting for a response from Albanwise regarding their  potential support for a machine at Leven Canal. It was agreed that the Rec Hall defrib would be purchased, Proposed, Cllr. Richardson, Seconded Cllr. Burrows.

89/5 Sandholme Lane – Cllr. F. Hood

Cllr. Hood discussed issues regarding the ownership and maintenance of Sandholme Lane.  The Clerk advised that the residents’ group may wish to take advantage of a free initial legal consultation to take advice on what appear to be a legal matter regarding responsibility for maintenance.

89/6 Leven Life – Cllr. L. Burrows

Despite efforts by the Clerk and others to reach out to the publisher it still has not been possible to discuss closer working with the publication.  Alternative avenues for communication were discussed.  It was agreed that Cllr. Ablett would set up a Parish Council Facebook page to share information and facts. 

89/7 Land owned by Southwells – a resident has enquired who is responsible for maintaining the driveway near Trinity Close behind the properties.  The Clerk will contact the developer.
