Minutes of Leven parish council meeting held on Tuesday, 7 March 2023 at 7:15pm in the school.

22-23/131 Apologies: K Maklin
22-23/132 Declaration of interest both pecuniary and non-pecuniary: Planning issue – 23/00614/TCA South Street Amenity Land 3 South Street Leven East Riding of Yorkshire – S Mathison the applicant and the clerk has a relative lives close to the amenity land.
22-23/133 Minutes of the last meeting: Mrs Burrows proposed, D Thorne seconded, and all were in favour of them being signed as a true record.
22-23/124 Clerk’s report: The Clerk advised that the pot holes detailed at the last meeting have been reported.
Quotes:
- Bench: The clerk advised that quotes had been obtained for Little Leven replacement bench. The Clerk is to apply to ‘The King’s Coronation Community Fund’ for funding for the replacement of the bench at Little Leven. When funding is granted then a decision will be made on the size and style of bench. The clerk is to also obtain quotes for a new concrete base on which to sit the bench as apply to Routh Windfarm for funding. Proposed by Mrs Fearnall and Mrs Burrows, R Jennings seconded, and all were in agreement.
- Signage for the back of the planters: The Clerk advised that quotes had been obtained for Hedgehog Go Slow signage for the back of the brick planters. The clerk is to contact J Wright to look at a design for the signs on the back of the planter.
Community Speed Watch:
Two more residents had come forward to Volunteer for the Community Speed Watch scheme. Mrs Ellerington-Jennings is to post a message on Facebook to promote the initiative.
A telephone was received from a member of the village in respect of an incident of speeding past a horse and carriage down East Street. This has been reported to the police. The resident requested go slow / go wide signs. The ERYC were contacted about signage, but ERYC advised this could not be done.
22-23/135 Connexin
Cllr Gateshill detailed the following background behind the current situation with Faster Broadband. The current roll out of new telecommunications equipment throughout the East Riding is part of the Governments ambition to deliver nationwide Gigabit-capable broadband, including full-fibre connection to premises. Current legislation means that organisations such as Connexin are obliged to notify the Local Planning Authority (East Riding Council), but they do not have a statutory obligation to undertake full consultation with local residents, the parish council or their representatives because the erection of telephone poles is termed as ‘permitted development’.
Although the East Riding Council had been notified this had not been disseminated to Parish Councils, however an email dated 24 February 2023 has now been sent to all Parish Clerks.
There is a voluntary Cabinet and Pole Sitting Code of Practice which the Government expects Telecom Infrastructure Organisations to adhere to. Where possible existing underground conduits should be used, however if this is not possible, they are allowed to erect telegraph poles. It is understood that although BT Outreach are willing to allow organisations such as Connexin to use their existing underground conduit network, other local providers have made this more difficult and therefore it is more cost effective for Connexin to erect Telegraph poles. It is understood that 24 Telegraph poles are to be erected in Leven.
Although currently legislation has no appeals procedure for the siting of Telegraph Poles there is a complaints procedure.
Tickton residents were alerted to the pole placements and although a public meeting was held there is little that can be done. Individual residents affected are only able to try to re-negotiate the placement of poles or vote with their feet and not subscribe to Connexin.
A number of local MPs are current involved in trying to help where they can e.g. petitions and private members bill, however this will not solve the current issue.
Along with local residents Parish Council members attended the last Connexin Engagement event held the Sports Hall on 24 February 2023 to make their concerns and thoughts know. Connexin representatives were to take these concerns and issues back to their superiors and would then get back to the Chair, as yet no response has been received. The Chair is to chase this up.
East Riding Council Matters
Councillor Stewart advised that Mr R Walker had contacted her in respect of the Nature Reserve and will be meeting with Mr Walker.
Councillor Stewart and Councillor Gateshill left the meeting at 19:53.
22-23/136 Planning applications
23/00614/TCA South Street Amenity Land 3 South Street Leven East Riding of Yorkshire: felling of 5 sycamore trees (T1 –T5) and elder trees within hedgerow. No objections, Leven Parish Council supports the Tree Officer’s recommendations. Proposed by Mrs Fearnall, S Nicholson seconded, and all were in agreement.
23/00643/TPO Garth House 14 Hornsea Road Leven East Riding of Yorkshire HU17 5NJ: G1 crown reduction Sycamore Tree by 2-3 metres due to tree being dangerous, concerns for branches falling and causing harm to family members and takes up two thirds of the garden. No objections, Leven Parish Council supports the Tree Officer’s recommendations. Proposed by Mrs Burrows, R Jennings seconded, and all were in agreement.
23/00638/TELCOM Telecommunications Mast Hum117 Beverley Road Leven East Riding of Yorkshire: installation of a replacement headframe with 3 additional antennas (increasing height of existing 27m lattice high tower to 28m) and ancillary development thereto including relocation of existing antennas, installation of GPS node, installation of a new cabinet and 2m high gantry support pole on existing concrete base with associated equipment. No objections. Proposed by S Nicholson, S Mathison seconded, and all were in agreement.

- contact the Council in respect of the Community Pay Back Scheme to see if clearing of the footpath and canal paths could be incorporated in the scheme.

A bank reconciliation has been undertaken and the current bank balance as at 15th February 2023 was £29537.21
22-23/140 Financial matters:
The Parish Clerk advised that there will be an Increase in the hourly minimum wage from 1 April 2023 from £9.48 to £10.42. This will have an impact on the Handyman’s hourly rate which is currently £10 and consequently will need to be reflected in the budget for 2023/24. The Handyman’s hourly rate is to increase to £11.00 per hour from 1 April 2023. Proposed by Mrs Cooper, S Nicholson seconded, Mrs Richardson abstained, the remaining Cllrs were all in agreement.
22-23/141 Representatives’ reports
Police: S Mathison. There has been a high-speed police chase through the village. The occupants of the car were apprehended on the road between Leven and Brandesburton.
Recreation Hall: S Nicholson. It was noted with great sadness that the Recreation Hall Chairman has recently died. The Leven Parish Council send their condolences to Mrs Jackson and her family.
Sports Hall: A number of concerns have been raised by residents in respect of how the Sports Hall is operating. The Clerk is to invite the Chairman of the Sports Hall to attend the next council meeting to be held on 4th April 2023.
22-23/142 General purpose matters
The Parish Clerk advised that they had received a telephone call from Gary Clay in respect of a new project that his organisation are looking to undertake at Little Catwick Quarry. He wants to engage with both the Parish Council and the community. He was going to forward details to the clerk so that these could be disseminated to the Parish Councillors. As yet no information had been forwarded.
Natwest On-line Banking: The clerk is to request on-line banking to facilitate BACS payments.
New Local Government Publication:
- The Arnold-Baker on Local Council Administration 13th Edition book is to be ordered and further Year End Training is to be undertaken by the Clerk. Proposed by S Nicholson, R Jennings seconded, and all were in agreement.
- ERNLLCA has advised that The Good Councillors Guide and Being a Good Employer are to be updated. In the past these have cost £3.50 plus p&p. The clerk is to order a copy of each guide. Proposed by S Nicholson, R Jennings seconded, and all were in agreement.
The Clerk is to report the following issues:
- Ivy growing in a tree near the school
- Red paint at the junction of Mill Lane and High Stiles has faded
Some of the planters in the village were flooded in the wet weather which has meant that some of the bulbs have rotted.
